Conclusion
In order to get a toll free number from Verizon you must have or be willing to set up a local phone line with Verizon and pay the associated monthly fees (approximately $40/month). Verizon charges $22/month for a toll free number (in addition to the roughly $40/month for your local number). This fee is broken into a $12 service fee and a $10 minimum usage fee. The fee per minute of use is 6.4¢, which means your $22/month fee includes 154 minutes. If you exceed 154 minutes, you will incur additional fees at a rate of 6.4¢/minute.

Currently Verizon does not include the option to obtain a 1-800 toll free number but does include an 866, 877, or 888 number with their business toll free package. There are no phone system features, such as voicemail or multiple extensions, included with a toll free number.
