Phone.com is a great value for someone who wants a toll free number with inexpensive included minutes plans, good customer service, and lots of expansion and feature options.

Phone.com's service is priced right at our market standard and has no activation fee. The Virtual Office 300 package includes 300 minutes, which is well above average, and they only charge 4.9¢; per overage minute. As with many providers in the $10-$15/month price range an 866, 877 or 888 number can be obtained at no extra cost. Conclusion
RingCentral's Professional plan gives you all of the features and benefits you would expect from a large PBX phone system for a low annual price. One downside is that the 6.7¢; per overage minute charge is one of the highest in this market price range. Also, by only including 100 minutes in the package they have placed themselves on the lower end of this category when compared to the market standard of close to 150 minutes. The $15 fee for an 800 toll free number and the $30 one time charge for a customized vanity number are both priced right at our market standard.
