Conclusion
In order to get a toll free number from AT&T you must have or be willing to set up a local phone line with AT&T. With the AT&T All In One package, your effective monthly rate for toll free service with AT&T is $23 per month in addition to any fees associated with your local phone line. You will be charged an $8 per month service fee and a minimum use fee of $15 per month. You will be charged 5.9¢/minute for calls received through your toll free number, which will first be applied to your $15 monthly minimum, after which time you will incur additional charges. At 5.9¢/minute, you will receive 254 minutes of use before you will incur such additional fees.
866, 877, or 888 numbers are included in the All In One at no extra cost. However, AT&T will only assign the customer an 800 number if there is one readily available with the same stipulation applying to vanity numbers. There are NO virtual phone system features or benefits included with the All In One package. You might be able to obtain features like the ability to receive a fax or voicemail for an additional fee through your local service plan.
Although AT&T is significantly more expensive and restrictive than other toll free providers, their service is extremely reliable and they have excellent customer service.
